About Bill Winfrey

Bill Winfrey serves as the Avenir Health Liaison for the SHOPS Plus project. He is experienced implementing and developing policy projection tools including LiST, FamPlan, and OneHealth. He is an expert in the analysis of cross-sectional data, including DHS and MICS, as well as ad hoc surveys conducted for project work. Among the many analyses he has conducted are ability and willingness-to-pay studies and market segmentation analysis. He has also done costing and expenditures studies of government and NGO health services. Winfrey has a doctorate in economics from the University of North Carolina and engineering degrees from the University of Tulsa.
