About Manual Thomas

Manual Thomas is the Finance and Administration Director for the SHOPS Plus project and oversees program operations, compliance, finance, contracts, administration, and cost share tracking and reporting. He is a seasoned finance and contracts manager with almost 30 years of experience working in international development. He has sound knowledge of government regulations and is conversant with CFR, ADS, AIDAR, DSSR and FTR. His experience includes working on projects funded by USAID, DFID, the World Bank, and several private foundations. Thomas holds a master’s degree in public administration from Annamalai University in India, and a diploma in network centered computing from the National Institute of Information Technology in New Delhi.
